Board of Directors Meeting Minutes

November 18, 2009

 

The Board meeting was held in the cafeteria of Navy Elementary School in Fairfax, Virginia, prior to the annual homeownersÕ meeting.  The meeting was called to order at 6:30 pm.  In attendance were D. Boggs, R. Crowe,  J. Fenton, S. Hautbois, D. Knoche, R. Oborn, B. OÕConnor, and A. Tolman.

 

SecretaryÕs Report

 

The October minutes were reviewed.  A motion was made and seconded to approve the minutes as written.  The minutes were unanimously approved.

 

TreasurerÕs Report

 

The Treasurer discussed the 2010 budget.  A motion was made and seconded to increase the maximum annual assessment to $289.41 but only assess $250.  The 2010 budget was unanimously approved.  The budget spread was approved as written and will be distributed to the members at the annual meeting.

 

Open Spaces

 

The battery for the solar light at the Alder Woods entrance was replaced and the sprinkling systems at both entrances were winterized. 

 

Matthew Knoche has submitted his Eagle Scout proposal for improving the small tot lot between LT Nichols and Ox Hill.  He plans on fixing the bench, putting in new play equipment, and adding another bench.  The proposal comes in at under $2500.  The project would be done in April of 2010.  Some concern was voiced about adding a tether ball and the need to continuously maintain it.  Matthew also submitted a proposal to improve the large tot lot off of Washington Brice, but his primary focus is on the small tot lot.  The Board approved the proposal for the small tot lot, which will allow Matthew to proceed with his project, but additional discussions will be had between Matthew and the Board about modifications to the proposal as spring approaches. 

 

Mr. Crowe was going to check with his contacts with playground equipment vendors to see whether the estimate from Game Time to replace the large tot lot equipment received last month is competitive.  The Board is going to actively consider replacing the equipment on this tot lot next year. 

 

The Open Spaces committee is working on the mow map to provide to Humberto Molina and Javier Nolasco to get their bids for lawn mowing for next year. 

 

 

 

ARB

 

Four applications were received in the last month and all were approved.  One was for a screened-in porch and deck, two were to remove some trees (one of which was an emergency and was immediately approved), and the last was for a shed and landscaping for a home on Ox Hill which was recently renovated.  The last was approved with the condition that the color of the shed match that of the home. 

 

A complaint was received from a homeowner on Alexander Cornell regarding a neighborÕs trampoline, which is said to be Òunsightly.Ó  The Board does not have the authority to ask the homeowner to remove the trampoline, and a check with the county confirmed that there is no requirement that trampolines be enclosed, so there is nothing the Board can do at this point. 

 

Old Business

 

The county has initiated the traffic calming study and has been putting out stealth pads on the main roads.  This was done around election day.  No word from the county yet on the results of the study. 

 

The fence owned by Fair Ridge Independent Living has finally been fixed. 

 

There is a meeting before the county planning commission on November 19th regarding the Global Light Mission ChurchÕs senior independent living development. 

 

There are plans in the works to add additional office buildings in the Fair Oaks Hospital complex, and talk of adding an additional entrance to the hospital off of Rugby Road.

 

Our attorney was contacted about the AssociationÕs agreement with Mr. Plaseied which conveys the right-of-way to him in exchange for his agreement to build any new homes in conformance with FOE ARB guidelines.  After looking at the agreement, the attorney opined that the agreement would convey to whoever purchases his property. 

 

The meeting adjourned at 7:09 pm for the annual homeownersÕ meeting that was to follow.
